Andhra Pradesh ICT Policy 2005-2010
Human Resources Development
  • In the area of ICT, Government will address the development of skills that are in synchronisation with emerging employment opportunities. The Government will set up a ‘Future Skills Unit’ under the A.P. State Council of Higher Education and IEG. This unit will be required to track technology trends and identify future requirements in terms of skills and training.

Assam Information Technology Policy Of Assam 2000 (ITPA, 2000)

OBJECTIVES
  • To encourage and accelerate the use of Information Technology in schools, colleges and educational institutions in the state to enable the youth to acquire necessary skills and knowledge in this sector making them highly employable.
SALIENT FEATURES OF THE POLICY
  • The Government shall encourage the use of Information Technology in all educational institutions by way of giving special grants every year to enable them to put up the necessary infrastructure. Connectivity between the various educational institutions would also be established by 2004.
  • The Government shall endeavour to teach the school level children the use of computers and to impart training through computers. All college students in the state of Assam would be encouraged to undertake three months course in the use of information technology and in working on computer by 2004.
Chhattisgarh Information Technology and ITES Policy

OBJECTIVES
· 100% IT literacy in all high schools and colleges in a phased manner · 100% IT literacy in all schools in a phased manner

Departmental Computerization for enhanced Service Delivery Capability Mission approach to State Capacity Building: For the benefit of school children, a very ambitious programme of creating “Centre of Excellence” for imparting education in each of the district headquarters is in an advanced stage of implementation. This “Centre of Excellence” will have the 60 seater state-of-art laboratory for imparting IT education for school children.

Establish quality academic institutes and training centres

- Networked computer laboratories will be made available in all government schools.

-The state would make computer education compulsory in schools and colleges in phased manner.

Information Technology will be used in school education in two distinct segments:

(i) Computer literacy and skills in information technology;

Goa IT Policy, 2005

Goa Education Development Corporation

The Goa Education Development Corporation has been established under the Goa Education Development Act, 2003, to promote and assist in the rapid and orderly development of educational institutions, services and facilities in the

State. Its functions include promotion of schemes for preparation of graduates for the knowledge based economy and society, for increasing IT literacy among the population, for development and deployment of e-learning software and technology and for encouraging development of research facilities. The Skills and Productivity Labs set up by the GEDC in collaboration with the National Institute of Technical Teachers Training and Research (NITTTR), Bhopal, provides facilities students, academicians and the people of Goa to enhance learning by replacing a conventional training approach with interactive computer based training.

e-Education
Availability of skilled manpower is a prerequisite for promotion of IT sector. In fact, the Government will also require staff with computer skills to implement its e-Governance initiatives. In order to increase the penetration of PCs in the society and encourage use of computers by common citizenry, the Government launched a pioneering Cyber Age Scheme in 2002-03. The scheme provides for the grant of a free desktop computer to students.

IT Education in Schools
A scheme for setting up of a computer center in each middle/high school, with sufficient computers for hands-on training for each student with requisite skilled and trained computer teachers shall be put in to operation. The curricula in these schools will be upgraded to provide appropriate computer skills to every student.
Gujarat IT Policy

Education
IT seeks to create a knowledge-based society and education is the very basis for creating such a superstructure. In fact the very success of IT initiative whether in the Government or in the industry or at homes would largely depend upon the extent to which our educational system caters to the need of trained manpower as well as bring down the fear of technology.

Compulsory computer education would be introduced in all the schools from class-V onwards.

* Provide Internet connectivity to all schools in the State by 2001 AD. This would be subject to availability of Internet connectivity in that area.

   * Creation of State library networks.

* Setting up of Gujarat Institute of Information Technology which would supply quality manpower for hardware and software development.

* Promotion of Gujarati on computer. This would be achieved by setting up of dedicated time bound projects, which would develop suitable technologies to enable greater usage of Gujarati on computer.
Haryana IT POLICY 2000

OBJECTIVES
Extensive percolation of IT literacy and education in the State,

IT literacy in Government schools and colleges shall occupy high priority. Enhancement of IT literacy shall be carried out jointly by Hartron and Education Department in association with the private sector. The phased plan for IT literacy shall be implemented by the year 2003. The basic courses shall be so designed as to provide ready employment opportunities in low end IT enabled services. Promotion of Distance Education - In order to enable access to Centres of Learning ‘Anywhere, Anytime’, initiative will be taken for promotion of distance education using electronic classrooms.
Himachal IT Policy
IT in Education: Encourage the use of Information Technology in schools, colleges and educational institutions in the state of Himachal Pradesh, so as to enable students to improve their skills, knowledge and job prospects and enable them to obtain employment in this sunrise industry. (Note: Hundreds of middle, high and senior secondary schools have already been computerised and computer aided learning is being provided besides imparting basic skills in operating computers).

Knowledge Corridors: The state government has facilitated the coming up of two knowledge corridors as follows:

Baddi-Parwanoo-Solan-Shimla Knowledge Corridor.
Shimla-Bilaspur-Hamirpur-Dharamshala-Chamba Knowledge Corridor.
Across these corridors, high density Internet / telecom connectivity is provided for schools, colleges, industries etc, to encourage education, employment and investment in the state.

HUMAN RESOURCE DEVELOPMENT WING This wing is responsible for the human resource development for the IT sector. This includes setting up of Institutes of Information Technology, Computer education in Schools, Networking of various Educational Institutes etc.

IT Education in Schools : The State Government has introduced IT education in most of the senior secondary schools in the State. The subject of IT education is introduced as an additional optional subject to the students of class IX to Class XII of these schools from the academic year 2001-02. Reputed private training institutions impart the education. Hundreds of middle, high and senior secondary schools have already been computerised and computer aided learning is being provided besides imparting basic skills in operating computers. 50 multimedia centres are also being set up at central locations so as to give benefit to the schools in its catchment area.
Jammu and Kashmir IT Policy 2004

Policy Mission
IT in Education: Encourage the use of Information Technology in schools, colleges and educational institutions so as to enable students to improve their skills, knowledge and job prospects and enable them to obtain employment in this sunrise industry.

Human Resource Development
Efforts would be made to introduce IT education in Government schools at all levels, with special emphasis at the senior secondary levels. The private schools in the State would also be encouraged to introduce IT education at all levels. Specific schemes to provide funds for setting up the required infrastructure in the private schools would be formulated in consultation with the financial institutions.
Jharkhand IT Policy
Link Institutions, E-learning & Distance education: The state will initially link the engineering colleges and later selected schools with specialized IT institutes for distance education. The state will make use of network of NIC/private VSAT networks/cable TV networks/wireless networks/internet/INET/SAT/JharNet to link all schools, colleges, universities, engineering colleges and research organizations to specialized IT institutes for this purpose.

Computer Literacy Programs: The State will undertake programs to expand basic computer literacy among students in schools. In order to ensure this, the State will work with appropriate private partners. Such interactions will ensure that the content of IT education is aligned to the specific demands of the human resources market. Measures will be taken to include free for public use internet kiosks, public terminals in government schools and other public places and free IT literacy classes for the poor.

Common Knowledge Resource: The state government will take measures to create electronic libraries which will be used by all appropriate agencies as a repository of information resources.

Outsource training and development in IT at selected schools and colleges: In order to accelerate training and development in IT, it is necessary to involve private training agencies. They should be authorised to train people in IT as per an approved syllabus and public examinations. Diplomas awarded through these programs may be treated as equivalent to formal education.
Kerala IT Policy 2007
ICT in Society Digital Divide: The Government has already taken up initiatives to make ICT accessible to all citizens, thereby addressing the issue of digital divide in a holistic manner. Projects such as Akshaya, IT@School, FRIENDS and Citizen Call Center will be strengthened. Finishing schools will be established with industry participation.

Programmes will be created to impart ICT skills among all students and teachers of both schools and colleges. The Government will give top priority to the task of imparting to students 21st century skills such as communication, media and information literacy, in addition to leadership skills and problem-solving abilities.

Human Resource Development
The broad objectives of the HR policy would be to:

a. Make Kerala a cradle of knowledge workers.

b. Upgrade the productivity, skill and knowledge levels of the citizen.

Considering the need for cross-disciplinary education and lifelong learning, the Government will promote online education (formal and informal). Knowledge must be within the reach of anyone interested in acquiring it.

All educational institutions will be networked and connected to the Internet by 2010.

Finishing schools will be established with industry participation

Programmes will be created to impart ICT skills among all students and teachers of both schools and colleges. The Government will give top priority to the task of imparting to students 21st century skills such as communication, media and information literacy, in addition to leadership skills and problem-solving abilities.

Quality improvement programs will be conducted for staff in educational institutions with the cooperation and involvement of professional organizations. Two or three nodal centers will be developed in the State for this purpose.

Collaborative initiatives will be undertaken with national and international agencies for Human Resource Development.

Akshaya Project
To ensure that the benefits of ICT services reach the common man, Government of Kerala will set up around 3000 broadband-enabled information hubs called Akshaya e-Centres throughout the state. The Project provides functional computer literacy training to at least one person from each of 64 lakhs families in the State. Working on a PPP mode, the focus of Akshaya will be for ‘making technology and egovernment services accessible to common man’. ICT enabled Services: The Akshaya e-centres also intend to deliver several value added services to the people. E-payment, e-learning, e-business etc are the priority objectives of the Akshaya e-centres. The Akshaya will tailor its services on locally relevant themes and in Malayalam language, so that it will be directly relevant to the ordinary people. Career and Skill development of Rural People: Akshaya e-Centres will have their presence throughout the State. In association with local bodies, the Government will use these e-Centres for internet based training, education, skill development etc., especially in rural areas of the State.
Madhya Pradesh IT Policy 2006

IT education: IT literacy in all the High Schools and Colleges by the year 2003 and aims to do so in all the schools by the year 2008.

Selected 500 government schools will be provided modern computing hardware, software and Internet connectivity. These centres will produce students equipped for taking jobs in the BPO/ITES sectors. Department of School Education in consultation with IT Department, IT Industry, other concerned department and other concerned groups will prepare course curriculum to be taught in these schools. The School Education Department will promote teaching computers and technology in these schools.
Maharashtra IT Policy

Developing a pool of skilled globally employable manpower: Ensuring ready availability of skilled manpower certified by Maharashtra Knowledge Corporation and other training institutions/companies.

Private Training Institutions, and IT and ITES companies shall be offered infrastructural facilities in schools of the Municipal Corporations, Municipal Councils and Zilla Parishads on a lease basis, during non-working hours of schools, for conducting training in IT, ITES related skills as well as English language skills.
Manipur IT Policy 2003

To encourage percolation of IT literacy and education in the State.

IT literacy in schools and colleges: IT literacy in schools and colleges shall be implemented jointly by the Education Department and IT Department along with private sector participation. The basic courses shall be so designed so as to provide ready employment opportunities in low end IT enabled services.

Internet in educational Institutions: The Government shall encourage all educational institutions to have Internet connectivity and to set up Internet cafes/clubs for students through private sector.

Distance education through IT: Distance Learning through IT will be promoted through use of electronic classrooms. Universities, other educational institutions, vocational training and technical education centres will be encouraged to create infrastructure throughout the State to achieve this objective. Private sector initiative and participation shall be encouraged.

Training of Teachers For Training of Teachers, the Government shall sponsor IT Teachers in higher IT Institutions outside the State to upgrade them in front-line IT fields, so that the IT level in the State may be raised. The government shall start

a Training programme for Teachers to upgrade their IT knowledge and skills on a regular basis. The Directorate of Education(S) will work out the details of this programme, and at least 10% of teachers in Secondary and Higher Secondary Schools should be trained by 2005. There shall be an incentive scheme to attract teachers to this programme and to encourage them to complete it successfully.

Computer Labs The government will encourage the setting up of Computer laboratories in government schools in collaboration with private sector. The government will also encourage other schools to set up computer labs in collaboration with the private sector. In addition, the government will also request the NEC and MIT to assist in this effort.

Digital library A Digital media Library that would be a Central storehouse of digitised data containing government records, industry information and information on education, tourism, archaeology etc. shall be set up by the State.
Mizoram IT Policy 2001

VISION: To make Mizoram the most IT literate state in the country and a global center of excellence in IT Education, Training, Research,and Development.

OBJECTIVES
Widespread use of IT in educational Institutions. Proliferation of Internet, E-Governance, E-Commerce and e-Education.

IT POLICY FOR EDUCATION

Study Team on IT education: The Government shall endeavor to set up Study Team on IT Education under the chairmanship of the Director of Education Department for implementation of IT in Education. In order to achieve total computer literacy in Mizoram the Government shall encourage the use of Information Technology in schools, colleges and all educational Institutions for which special program and special resources shall be envisaged by the Education Department in collaboration with the IT nodal agency of the State for creating necessary infrastructure to achieve this goal.

All School/CollegeTeachers shall be IT literate by 2005:The Government shall start a special training program for school/teachers to help them make use of IT in teaching. All School/College teachers shall endeavor to become IT literate by the year 2005. For this purpose, the Education Department shall draw up IT Education Program for School and college teachers of different levels.

IT Subject as Compulsory Subject from primary level to Secondary level: The Education Department shall strive to develop an appropriate curriculum for all educational institutions of Mizoram so as to make IT a compulsory subject from the level of Primary School to Higher Secondary School.

An IT Course Module shall endeavor to be made compulsory component for all Degree Courses within 3 years.

The State Government shall endeavor to launch a special scheme for the introduction of computer/IT education in schools and the scheme shall be launched as early as possible.

Internet connectivity to all schools/ colleges: The Government shall endeavor to provide Internet connectivity to every school, college and educational institution. Human Resource Development shall draw up a separate Action Plan for this purpose.

Computer facilities to every schools/colleges: In order to provide Computer facilities to every school/college, private and NGO shall be given a special permission to install computers in the space provided by the schools for commercial purposes after school hours and the cost of maintenance of these machines can be charged as a fee from students. The Government shall encourage professional certification programs in collaboration with Microsoft, Oracle, CISCO, and Sun Microsystems and it shall also promote non-formal education like DOEACC and IGNOU.
Nagaland IT Policy 2004

OBJECTIVES
Development of human resource by widening the reach of IT education in terms of quality and spatial coverage with a view to improving the employability of youth.

Encourage and popularize IT education

Computer training to be imparted progressively in all educational and vocational institutions

Encourage and popularize IT Education.

Grant industry status to all software industries in the State, including IT enabled Services making them eligible for all concessions and incentives applicable under the State Industrial Policy. For the purpose of this clause, accredited/recognised IT training institutions shall be eligible to claim industry status.

Ensure fast-track decision on IT related proposals by the concerned departments to be reviewed by the State level Committee headed by the Chief Secretary.

Periodic review of the implementation of this policy shall be carried out by the State IT Council headed by the Chief Minister.
Orissa ICT Policy 2004

Education & Training

(i). Computer Education at Schools: Starting from the primary school level, all the school children in the State will be covered under computer training program through appropriate initiatives. The existing coverage of 400 schools will be suitably extended in the coming years. English would be in the school curricula from Class-I.

(ii). Teachers’ Training: Training will be imparted to all school teachers on computer usage and IT applications and special training will be given to teachers-incharge of computer education under multiple schemes. Regular training programs will be held for the teachers to keep their knowledge base at most current level.

(iii) Industry friendly curriculum: Industry friendly curriculum will be devised for all kinds of IT education and training offered by institutions and training houses in the State in consultation with experts drawn from Industry and Academica. EDP will be included in the school and college curricula. This will ensure the compatibility of the young graduates and professionals to the requirement of industry and commerce for getting suitable jobs.

Orissa Computer Application Centre will continue its role as the agency for computerization of the Government. In addition it will function as the Directorate for Information Technology. Promote and establish Institutions of Excellence in the State in the IT, ITES and Communication sector to create world -class facilities for training and education.

IT Literacy Program in Schools/Colleges: It is necessary that IT education be introduced right from the primary school level. This establishes the required level of familiarity of job-seekers and makes them employable with the minimum educational background of school final. Knowledge on general maintenance and repair of IT Hardware and overall knowledge on networking shall be introduced to students at school level.

Accelerate the use of IT in schools, colleges and other educational institutions

IT Policy for Secondary education

To integrate information technology with schooling and education to empower learners to acquire skills, knowledge and understanding.

With special reference to geographical location of schools in interior rural areas, inadequate transport and communication facilities make it imperative to take advantage of IT, to provide accessibility of quality education to every child.

Enabling students to access, collate and organize information from different sources in the world and encourage on-line learning.
