I have few suggestions to flag the issues related to:
  1. level of participation in recommendations resulting in policy document
  2. structure of making a steering committee if any; meaning have there been a formation of steering committee with proper inclusion of all possible stakeholders so that the formation of policy document is inclusive, diverse, futuristic, and integral…
  3. definition of stakeholders and making sure that significant of diversified inputs sought from the stakeholders at all level
  4. education being state subject and implementation takes place at the district level in terms of administration, have we made sure that all the states and union territories have their participation in the build-up to policy recommendation?
Additionally I must mention that the biggest challenge in education is its last mile implementability, which clearly indicates that the committee must have some one who understands the last mile realities and how the ICT tools fit into the needs and requirements.

Additionally, is it possible to have broad structure under which you are building the Policy Recommendation that would really make the involvement wider and still focused and qualitative?

I must also mention that ICT for Education Policy’s biggest challenge is “to make the entire education community and technology and media provider to understand as how to make exisiting media and technology penetration provide educational content and services with efficient and using relevant instructional design for that particular media and technology tools.

For example, India has,
  • more than 200 million mobile penetration
  • more than 140 million telephone connection
  • more than 150 million radio penetration
  • more than 130 million TV penetration
  • hardly 50 million net penetration
  • around 25 million PC penetration
  • 10,000 CSCs coming up
  • e-Post penetration
  • Railway penetration
  • ICT’s e-Choupal Penetration
  • NIC’s NICNET penetration
Can we make the education work on this infrastructure, or use such penetration and usage for various levels of stakeholders? Can we workon various level of convergence like telephone/mobile & TV? Community FM Radio as must for each School in rural areas? And so on and so forth…
